This paper tries to find a balance on which the society can let surrogacy exit to a certain extent, by revealing a conflict between surrogacy and traditional ethics and applying the regulating and coordinating functions of ethics. In this paper it is also suggested to make a surrogate technology more play its positive role using the social ethics as scale, to establish and improve the regulation system to avoid its negative effects. It is the key difficulty and problem of the life science. Specific principles of surrogate application can be divided into beneficence, autonomy, voluntary and respect, fairness and no harm, limited use and none-commercial operation principle. We focus on the construction of a surrogate ethical evaluation system on the aspects of ethical regulation, thus to promote the healthy development of this technology.
